Jacobs is seeking an Engineering Cost Estimator/Planner to support the Civil Engineering Operations program at MacDill Air Force Base.

Program Mission:

The Department of the Air Force 6th Contracting Squadron at MacDill Air Force Base, FL has a continuing requirement for base civil engineering services. This includes base operations support, engineering, management, maintenance and repair of facilities and infrastructure systems, construction management, minor construction, emergency management and response, environmental requirements and programs, real property management; material procurement and management, Civil Engineer (CE) deployment training and management and exercise support.

Primary Responsibilities:

Estimates costs for construction projects, manufacturing of engineering products, or other projects or services request to aid management in bidding on or determining a price of product or service. Determines type of materials or equipment requirements; utilizes knowledge of products to be manufactured, services to be performed, or type of structure to be built, using blueprints and specifications.

Essential Functions:

• Ability to read and interpret contract documents and construction plans to prepare estimates.

• Ability to understand project scope and create estimate pertaining to the scope and specifications.

• Ability to perform quantity take offs from drawings and other technical documents.

• Ability to understand construction process ad break down a construction task to understand material and labor involved.

• Strong communication, analytical and problem-solving skills

• OSHA 30 Certification

Unusual or Special Physical Requirements of Position:

• Lifting: Up to 50 lbs.: 10%

• Climbing: 10%

• Crawling: 0%

• Special clothing/equipment (wearing): may be required to wear PPE – steel toed shoes, safety glasses and vest when entering construction sites. 20%

• Unusual physical requirements: Sitting (50%), Standing (30%), Bending (10%), stooping (10%)

• High noise level: Active Air Force Base 20%

Description of Work Environment:

• Work is primarily indoors in an office setting – 70%

• Inspections and surveys are outside – 30%

• Extreme (hot/cold) temperatures involved: 20%

• Hazardous conditions - Exposure to work sites 20%

• Travel/transportation requirements: May require occasional local travel - 10%

Equipment and Machines Involved in Work Tasks:

• Computers, fax machines, copiers, cell phones, and video conferencing - 100%

Criticality of Attendance:

• Work hours are normally 8 hours per day and 5 days per week, Monday-Friday. Regular attendance of scheduled hours is extremely important. Punctuality and regular attendance are necessary. Must have flexibility of workdays to cover weekends if required.

• Necessity for regular attendance: Critical, 100%

• Urgency for punctuality: Critical, 100%

Other Essential Functions:

Must complete and pass a pre-employment drug screen and background check.

Must be a US Citizen.

Must be able to obtain and maintain a DoD Secret Security Clearance.

Here’s what you’ll need :

Required Education/Skills:

• Engineering or Architectural related Bachelor’s Degree.

• Must be a US Citizen.

• Must be able to obtain and maintain a DoD Secret Security Clearance.

• 5 years’ experience working on building construction, MEP projects and civil projects as a Cost Engineer/Estimator

Certificate / License / Registration:

• Tier III (Advanced) Air Force Certified Cost Estimator certification from the Air Force Institute of Technology (AFIT)
