Your Impact:
Jacobs is seeking a Social Scientist to join the Jacobs Team. This role supervises and provides assessment guidance and support to measure the effectiveness of internet-based MISO. In this role you will assist the Government in the integration of these effects into the broader CCMDs assessment efforts. This role provides assessment products as requested by FEDSIM COR and USSOCOM TPOC. At a minimum, assessment products must include internet-based MISO Measure of Performance (MOP), Measure of Effectiveness Indicators (MOEI), website MOP, etc. This role provides MOP data and MOE indicators from all online engagements and websites and the resulting impact across conversation threads in all applicable social media sites and forums. The CCMDs require the assessment analyst to design and implement rigid coding guidelines for MOP/MOE indicators, regular training, and coder review safeguards to ensure the integrity of the contractor’s MOE/MOP programs. The MOP/MOE indicator programs identify concepts that indicate whether data from social network contains relevant topics while recognizing and measuring relevant matters as they evolve over time.
Program Mission:
U.S. Special Operations Command requires professional services to carry out culturally relevant internet-based influence activities for synchronizing, planning, generating, and assessing the effectiveness of the global program. These activities provide the Department of Defense with the ability to conduct persistent, networked, and distributed operations in the information environment to counter terrorist ideology, malign influence from state actors, and provide global stability.
Primary Responsibilities:
Review Department of Defense authorities to implement assessment policies
Theater Campaign Plans Line of Efforts assessments
Assess internet-based influence operations with Combatant Commands’ MISO planners and operators
Supervise the assessment process of internet-based influence operations

Here’s What You’ll Need:
Basic Qualifications:
Active DoD Top Secret/SCI clearance
5 years of experience in social science, statistics, and operational research
Master’s degree in related field
Preferred Qualifications:
PhD in related field
10 years of experience in social science, statistics, and operational research
Previous work in statistical survey analysis
