We are seeking a dynamic Project Controls Manager to join us on a major aviation project. Reporting to the Program Manager you will oversee the program control functions to include scheduling, budget and cost controls, information management, reporting, document management, and administration. Liasing with Senior Project Managers and project teams to deliver fully integrated Program Controls and Contract Administration support services. Key responsibilities include

  • Overseeing the preparation of the Program Master Schedule, compilation of monthly updates to the Program schedule, analysis of designer and contractor resource loaded schedules and monthly updates. Work with project teams to mitigate any schedule slippages, especially on issues impacting the Program critical path or near critical path.

  • Prepare a Work Breakdown Structure (WBS) allowing the Program to track activity progress, project budgets and costs, and manage project documentation.

  • Establish reports to track budgets and costs. Advise project teams and Program leadership on cost trends, contingency usage, cost projections to complete, and funding transfers.

  • Manage the administration of contract documents to include payment requests, required contractor commercial submittals, change requests and approvals, claims and settlements, and contract close out documentation.

  • Oversee the development and implementation of an integrated information management system for the Program.

  • Compile the information for the Program monthly progress reports.

  • Analyze scheduling, cost controls, contract administration, and document management staffing requirements for project teams and cross-level resources subject to project requirements.

  • Support the Client with the of the Program Procurement Strategy. Monitor the solicitation and contracting processes for all procurements. Check commercial language in tender documents for compliance with San Miguel standard contracting requirements.

  • Responsible for implementing a professional development program for all controls and contract administration employees assigned to the Program staff.

  • Conduct periodic audits on project files. Follow up on needed corrective actions.

Here’s What You’ll Need:

  • Hold relevant tertiary qualification supported by a minimum of 10 years of experience in program and project controls, scheduling, cost controls, and/or project management on large capital infrastructure projects. Experience working in a program/project controls management position at an international airport would be highly regarded.

  • Strong communication skills, both verbal and written. Ability to brief senior leadership.

  • Problem solver experienced with clearly identifying problems, evaluating alternative solutions, assessing risks, and making sound recommendations to decision makers.

  • Demonstrated ability to work with a diverse project team with demanding schedule, budgetary, safety, quality, and coordination objectives.

  • Demonstrated ability to evaluate information, identify problem trends, and develop and implement action plans to improve overall project performance.

  • Experience with scheduling, cost control, and information sharing software packages.

  • Experience administering various types of delivery contracts including EPC, re-measurable, lump sum, and early contractor involvement. Demonstrated experience with measuring earned value.

  • Experience developing program execution plans, master program schedules, budgets, various program management plans, and governance protocols.

  • Ability to effectively manage team members from multiple nationalities and build a collaborative environment that promotes achievement of common objectives.
