Your Impact:

Primary Responsibilities: The incumbent is responsible for direct oversight and administration of the IDIQ program which includes recurring and non-recurring subcontractor work, planning and estimating, construction, shop support estimates, and final close out of IDIQ work. Incumbent must have extensive knowledge and experience in all areas of construction support services and maintenance. Works directly with Safety Manager, Quality Manager, Subcontractors, Procurement and Accounting departments to successfully estimate task orders, initiate workflow, supervises work and complete projects or assignments on time. Facilitates conflict resolution on scopes of work to maintain project schedule and customer satisfaction. The incumbent will manage the projects to ensure work is completed on time and within budget delivery of the products requested by the Navy Customer.

Essential Functions:

  • Acts as a representative of Jacobs in discussions with government officials and communicate government requirements to subcontractors.

  • Receives work request and routes to appropriate party for approval, planning and execution.

  • Approves all Requests for Subcontracting for completeness and forwards to Subcontract Administrator.

  • Reviews Government Scope of Work and Scopes of Work developed for subcontractors.

  • Reviews PPIs and Requests for Information (RFIs) for applicability, accuracy, and relevance.

  • Reviews estimates for technical capability, accuracy, and completeness.

  • Organizes Pre-Construction (Pre-Con) meetings.

  • Supervises and directs work schedules for department personnel, understands and works well with personnel under collective bargaining agreements.

  • Supervises management of multiple work orders, task orders, Request for Proposals (RFPs) and projects at various stages of work and conducts periodic on-site inspections of work in progress.

  • Updates construction schedule to document work progress, as well as work delays.

  • Tracks and reports daily project progress to ensure project is on time and within the allotted budget.

  • Notifies Project Manager and Customer of any project delays.

  • Records work site activity to include crew size, persons of responsibility, and all visitors to the work site.

  • Oversees and/or conducts site specific quality checks.

  • Gathers statistical data and specifications to determine present standards.

  • Audits, analyzes, and provides evaluation of performance to ensure compliance with the Statement of Work and all applicable regulations, codes, and standards.

  • Identifies and requests needed utility or access outages using the proper channels.

  • Ensures that all project close-out procedures are met; conducts final walk-through with the customer and ensures the project is signed-off properly through Work Control and Quality Department.

  • Responsible for final review of end of the month billing for multiple work orders and task orders.

  • Ensures all work sites are clean and neat during and at the end of the project.

  • Responsible for preparation of and submission of the MBOS Services Completion and Approval Form

  • Ensures project complies with all safety regulations, as well as state and or contractual standards to avoid fines, civil penalties, or criminal prosecution.

  • Ensures adherence to the Company Safety Program and reports all incidents, including near misses to Site Safety Health Officer. Investigates accidents and ensures any needed corrective actions are completed.

  • Enters data into MAXIMO system and closes out the project.

  • Performs other related duties as assigned.

  • Knowledge of general construction and construction management methods and practices.

  • Knowledge of common safety practices and protective equipment used on a construction site.

  • Reading, analyzing, and interpreting professional journals, technical procedures, and government regulations.

  • Presenting information and responding to questions from managers and customers.

  • Defining problems, collecting data, and establishing facts.

  • Interpreting an extensive variety of technical instructions in mathematical or diagram form and dealing with several abstract and concrete variables.

  • Work hours are normally 8 hours per day and 5 days per week, Monday-Friday. Regular attendance of scheduled hours is extremely important. Punctuality and regular attendance are necessary. Must have flexibility of work days to cover weekends if required.

Here’s What You’ll Need:

Required Education / Skills:

  • 10 years’ total experience in IDIQ/CM Management with a minimum 5 years’ IDIQ/CM program management experience, utilizing RS Means and Maximo (CMMS: Computerized Maintenance Management System) software platforms.

  • Full understanding and experience in using IDIQ/CM program management tools and procedures.

  • Advanced capabilities experience with metrics and data analytics for assessing and reporting program progress, productivity, and variance analysis.

  • Excellent verbal, and written communication skills.

  • Aptitude for developing and fostering professional relationships with cross partnership senior leadership.

  • Self-starter, Initiative-taker, energetic, enthusiastic, and organized.

  • Advanced problem-solving and analytical skills.

  • Advanced capabilities experience using all Microsoft Office 365 software platforms specifically using MS Excel functions and formulas in the performance of managing IDIQ/CM contracts and the IDIQ/CM program.

Preferred Education/Skills:

  • Bachelor’s degree in Construction Management, Engineering, Project Management an additional 5 years’ experience in IDIQ/CM program management experience, utilizing RS Means and Maximo software platforms.

  • DAWIA Level III PM certification w/Project Management Professional (PMP) certification and minimum 5 years in IDIQ/CM program management experience, utilizing RS Means and Maximo software platforms.

  • Experience in Government contracts with an IDIQ component.

Certificate / License / Registration:

  • Valid state driver’s license with acceptable driving record.
