Qualifications

U.S. citizenship required. Requires two (2) years of college courses in business administration, industrial management, or appropriate discipline with six (6) years of progressive and relevant experience. Additional relevant education may be substituted for progressive experience. Proficiency with Microsoft software (Word, Excel, Access, Powerpoint). Requires good oral and written communication skills and analytical capability. Valid drivers' license required.

Purchases some off the shelf products,some commonly used products, non part numbered/high tech custom developed products, and services appropriate to purchase orders and subcontracts under $100,000. Establishes competition whenever possible and maintain extensive vendor source database, supports procurement by keeping abreast of new products and services. Coordinates between vendor sources and the requesting department/source. Analyzes vendor supplied proposals and pricing, discounts, delivery dates and determines appropriate procurement source. Prepares, obtains and maintains required documentation include but not limited to vendor information and status forms, purchase orders, subcontracts, specifications, Terms and Conditions, Certifications, deliverables and supporting documentation utilizing standard forms and negotiated terms and conditions. Monitors the subsequent delivery for conformance to the PO/Subcontract. Administers Wage Scale information, invoices subcontractor certified payrolls and subcontractor and PO files from "cradle to grave."

Physical Requirements:

Must be able to walk, stand,bend, twist and sit for extended periods as well as climb, crawl, and lift upto 35 lbs. May be exposed to areas of high noise levels (15%)

Work Environment:

Office environment (90%). Travel between various facilities is required and may bring exposure to loud noise and potentially hazardous equipment operation (10%).

Equipment and Machines:

Standard office equipment (PC, telephone, fax, copier, etc.) (50%)

Safety and personal protective equipment (20%)

Attendance:

Regular attendance mandatory (100%)

Overtime/work outside normal schedule required (5%)

Other Essential Functions:

Must be able to work in a team atmosphere. Must putforward a professional behavior that enhances productivity and promotesteamwork and cooperation. Must be able to balance scope, schedule and budget toinsure project success. Grooming and dress must be appropriate for theposition and must not impose a safety/risk hazard to the employee or others.The work environment requires the ability to cooperate and work withindividuals at all levels of the company and the client. Must be able to obtainand maintain a security clearance as required.
