The Deputy Program Manager (DPgM) works closely with the Program Manager (PgM), PMO Team to include subcontractors, and the deployed Task Order Project Managers (TO-PM’s) to ensure contract compliance and successful completion of contracted work.

Candidates should have the desire to be part of this dynamic team with a long-standing commitment to this program. Emergency management requires the ability to be available 24x7 during pre-event and event activities.

This role is performed remotely.

Duties and Responsibilities:

  • Manage the FEMA Individual Assistance Support Contract (IASC) mass care program and execute all operational requirements described in the performance statement of the contract, on behalf of the IASC Program Manager (PgM).

  • Lead all subcontractors’ efforts required to support the PMO during the Steady State phase, to include, but not limited to, develop scopes of work and award/manage the subcontracts, develop/update plans, procedures, processes, checklists, etc., to maintain a state of preparedness; and lead the efforts to respond to catastrophic emergencies throughout the Area of Operation.

  • Responsible for preparing and training an immediate response force, including internal key staff and subcontractors, to deploy in support of disaster relief projects.

  • Communication of appropriate directives and procedures to field managers and staff.

  • Lead the Evaluations and Assessments process and update the plan accordingly.

  • Work closely with the Program Manager and the field TO-PM’s to consistently improve processes and procedures. Document and present lessons learned and assessment results.

  • Provide management support to, and oversight of, deployed TO-PM’s.

  • Along with the Program Manager, oversees the daily operational field activities and provides feedback to PgM and Program Director.

  • As the responsible manager for training readiness, evaluations, and assessments, the DPM will present evaluation and assessment outcomes and findings along with recommendations for corrective and preventive actions.

  • Primary responsibilities in operations and planning.

  • Assist PgM with the financial management of the program and oversee/support the TO-PM with all task order financial assistance, to include subcontractors’ billings and FEMA invoices.

Qualifications

  • Must be a U.S. Citizen and be able to pass a FBI background check and maintain the level of clearance granted. This background check process is extremely time sensitive and qualified candidates must be willing to complete the process within 7 days.

  • Bachelors Degree in related field.

  • 12 years years project management experience. Emergency Management experience is highly recommended.

  • Disaster Relief project experience, such as mass care (shelter support, emergency feeding, etc.) highly preferred.
