Position Summary

Jacobs is seeking a Construction Manager (CM) OversightManager to join our team in New York City Housing Authority (NYCHA) Team.

Key responsibilities include:

    • Develop, implement and manageprocesses and procedures for CM Program/Project deliverables and issues duringthe Design & Construction phases
  • Responsible for overall projectconstruction phase delivery (cost, schedule, quality, safety, information,contract) on Program/Project level

  • Support the procurement of CM withProcurement Team. Support CM mini-solicitations under existing ID/IQ contracts.Evaluates proposals, quotations, and bids for acquisitions

  • Coordinate the CM consultant andsubconsultant approval process prior to award

  • Oversee the work of CM firms whowill be engaged by NYCHA

  • Track and manage the municipalfilings

  • Manage the scheduling of allconstruction work to be performed under the assigned Program.

  • Assist in identifying,documenting, and resolving project risks and problems before they becomeunrecoverable delays to the project schedule and completion date. If unforeseenevents occur, immediately notify NYCHA and submit a plan for maximum recoveryof time

  • Process payments for CM firms in accordancewith all applicable policies and regulations.

  • Coordinate construction safety andcommunicate ongoing construction activities with all stakeholders includingNYCHA’s resident population

  • Coordinate the close out processand ensure that each individual construction contract is closed

  • Assist NYCHA in any litigationthat may arise as part of this program

  • Coordinate the turnover process toNYCHA’s Operations Division

  • Interface with each in-house andoutsource CM team to ensure a high-level view of how the total Program isprogressing and to identify and adopt the use of best practice

  • Managing the performance of in-houseCM Project Managers and and taking responsibility for the delivery of either alarge complex project, or a small portfolio of projects

  • Securing, assigning andmaintaining a team containing all the resources required to successfullydeliver the project/program of work, including specialist support staff

  • Leading and coaching the teammembers creating a positive team working environment

Qualifications

  • Degree in an architecture,engineering, construction or other related field, or equivalent experience

  • Minimum 10 years of projectrelated experience required

  • Proficient in the use ofestimating and scheduling tools. Microsoft office proficient. Familiar withe-Builder platform is an asset

  • Experience of successfullyengaging groups of Stakeholders

  • Good presentation, persuasion,influencing and facilitation skills

  • Able to demonstrate strongmanagement skills including project management, financial management, changemanagement and facilitation

  • Excellent communication andorganizational skills, able to develop relationships and maintain effectivenetworks

  • Experience with NYCHA is desired,but not required

  • Construction Management Certification(CCM) preferred

Essential Functions:

Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. No foot controls necessary. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.
