Jacobs is seeking a Procurement Coordinator (PC) to join our team in New York City Housing Authority (NYCHA) Team.
Key responsibilities include:
Create and implement process & procedures and manage all procurements for professional services, construction managers, and construction contractor, etc.
Assist the Procurement/Invoicing Manager in executing all Procurements.
Develop and manage a procurement schedule that will enable the work to be completed based upon funding availability and planned durations.
Perform and manage vendor outreach to expand the pool of bidders for conventional, requirements, JOC, CM as Agent, and CM at Risk contracts
Oversee and manage procurement of design and CM contracts including the NYCHA Board approval process as required.
Perform mini-solicitations under existing ID/IQ contracts. Evaluates proposals, quotations, and bids for acquisitions. Analyzes bids for specification compliance, prices, delivery commitments and past performance.
Coordinate and manage the vendor approval process prior to award.
Coordinate and manage the funding approvals through City OMB and Comptroller’s processes.
Works effectively with mission partners and maintain communications throughout the procurement process
Works effectively with team and maintain communications throughout the procurement process with Program Manager and Procurement/Invoicing Manager
Takes personal actions and holds procurement team members accountable to produce results that support the best possible outcomes
Bachelor’s degree, or equivalent experience
Five to ten years of progressive and relevant work experience
Ability to adapt to changing work requirements and priorities
Ability to demonstrate a high level of service delivery
Ability to organize and plan personal as well as team tasks in a changing environment, monitor their execution, anticipate risks, assess impacts, and develop contingency plans
Excellent interpersonal communications skills to effectively interface with client, contractors, architects/engineers and construction managers, stakeholders
Proficient in using Microsoft Office programs such as Word, Excel, PowerPoint, and Outlook
Familiar with web-based construction document management platforms (e.g. e-Builder, Teams)
Oral and written communication skills sufficient to compose and deliver responses to customers’ routine questions in a clear and concise manner
Experience with NYCHA is desired, but not required
Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. No foot controls necessary. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.
