Jacobs’ Projects/Facility Operations & Maintenance business segment provides a wide range of services to government and industry in engineering, operations and maintenance, scientific, and technical services. We provide specialty high-end advanced technology solutions delivery for commercial and NASA space programs and Satellites, CyberSecurity & Intelligence systems, and the Automotive industry. We also provide premier engineering and technical support services to advanced systems, programs and facilities, including nuclear project and consulting, for our federal government clients include the EPA, USAF, USACE, and DOE. We are hiring and searching for a qualified Mid-level Subcontract Administrator who has a broad working knowledge of Federal Contracting. This is a great opportunity for the candidate who has experience with government contracts and regulations. Responsibilities and experience will include:
Responsible for cradle to grave contract and subcontract administration of federal procurement actions; review requisitions, prepare RFPs, conduct bid abstracts, conduct negotiations, prepare purchase orders and subcontracts, award and administer contracts/subcontracts, ensure compliance with contract requirements and subcontractor requirements
Perform assignments of varying scopes and complexity following established procurement policies and procedures per the FAR, DFAR, and the DEAR
Purchasing primarily services and some supplies
Support proposal preparation
Manage subcontractor performance through contract compliance, conducting schedule assessments and progress
Preparation of coordinated strategic responses to communications, letters, REAs, claims, and other notifications from subcontractors
Here’s What You’ll Need:
Thorough understanding of appropriate contract flowdowns, terms and conditions and general provisions and overall subcontract/purchase order requirements
Price Reasonableness understanding and working knowledge
Negotiations and Truthful Negotiations Certification understanding and working knowledge
Auditing/compliance experience to Government regulations a plus
Cost Accounting Standards knowledge and understanding
Contractor Purchasing System Review experience a plus
Some experience with government property administration and subcontract plan administration are a plus
Demonstrated problem solving abilities
Demonstrated ability to efficiently and effectively multi-task
Demonstrated professional oral and written communications skills required
Computer literate and document creation/production of PDFs and Microsoft Office products (i.e., minimum skills required working in Excel, WORD and email)
7 years of experience required
Degree in Business or related discipline preferred
10 or more years of experience required if no University degree
Must be a US Citizen, (no dual-citizenship)
Person already residing a commutable distance from Oak Ridge, TN is preferred
Essential Requirements:
- Physical Requirements: Work is primarily sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meeting and conferences. May carry light items, such as reports, data products, notebooks and laptops.
Work Environment:
Cubical environment
May be in a restricted work area.
Criticality of Attendance:
Must be able to work within the normal daytime shift with the exception of STD/LTD/FMLA & approved time off, attendance is considered essential.
Equipment and Machines:
- Standard office equipment and machines: personal computer, scanner, copy machine, telephone, printer, fax machine, and other office equipment including desk supplies.
Other Essential Functions:
Must be able to secure and maintain a security clearance.
Must pass drug testing.
Must be able to read and write effectively in English.
