Senior Project Manager - Transit/Rail AFP Lead
Duties and Responsibilities:
Demonstrate the capability to manage a large project of above average complexity.
Act as one of the company’s prime contacts with the client and is responsible for overall work progress and technical performance on the project.
Work with Business Group project delivery leadership who provide oversight and mentoring. Support the development of less experienced project managers through active coaching and mentoring.
Specific duties include:
Lead and manage the project team through all phases of project planning, execution, and closeout, consistent with established project delivery processes to the meet the scope, schedule, budget and other specified requirements stated in the contract.
Complete the scope of work to the satisfaction of the client, while simultaneously ensuring that Jacobs HS&E, quality, financial, risk management; business and policy expectations are met.
Lead or play a significant role in the business development activities leading to the award of the contract. This typically includes client relationship development, project-specific positioning activities, proposal preparation, orals presentation, and contract negotiation consistent with established business development processes.
Development of reference concept designs, requests for qualification, requests for proposals (including project agreements and project specific output specifications), addendums, and responses to requests for information to deliver procurement of greenfield rail/transit systems and brownfield rail/transit upgrades
Responsible for independently applying advanced management techniques and analyses for problems and methods
Trouble-shooting and guidance to drafters, designers, managers and engineers in the fields of rail/transit planning, procurement, design, construction, operations, maintenance, and/or management
Interact with clients at the most senior levels and articulate complex concepts persuasively
Leadership and management of Jacobs Alternative Financing and Procurement (AFP) specialists and sub-consultants for our clients major Transit / Rail Programs; these teams perform a wide variety of technical, commercial, and procurement advisory activities in the initial planning, concept design, and procurement phases of DBFOM (Design-Build-Finance-Operate-Maintain), DBFM (Design-Build-Finance-Maintain), and DBF (Design-Build-Finance) projects.
Other responsibilities include:
With Capital Project Group’s (CPG) strategic delivery partners, assist program and project managers to develop and implement governance structures, organization structures, business processes and delivery models for CPG programs and projects
With Capital Project Group’s (CPG) commercial consultants, set up a Commercial Integration team, including policy and oversight of pre-award commercial functions (supply chain, procurement, negotiation) and post-award commercial functions (administration, claims, dispute, negotiation)
Review and development of emerging reference concept designs, requests for qualification, requests for proposals (including project agreements and project specific output specifications), addendums, and responses to requests for information
Assist CPG to negotiate with proponents at commercially-confidential meetings
Assist CPG in the compliance review and technical evaluation of responses to RFQ and RFP
Assist CPG to manage technical advisors; coordination with legal, transaction finance, insurance and fairness advisors
Maintain a thorough understanding of the business objectives, priorities and strategies of Jacobs and its clients.
Business development activities and preparation of proposals for work packages and services additional to existing contracts
Education, Experience, & Certifications:
15 years of experience, including more than 10 years of experience in program and project management on large projects/programs (over $10 Billion)
Must have a minimum of 10 years experience of public/private partnerships in the rail/transit sector
Must have a minimum of 10 years experience in planning, procurement, design, construction, operations, maintenance, and/or management in the rail/transit sector, preferably including both heavy rail and light rail experience
Must have a minimum of 10 years experience in structuring public-private partnerships, including risk allocation and incentive regimes
Must have a minimum of 10 years experience in AFP model and RFQ/RFP template documents
Experience in working with senior levels of government, transport agencies, and integrated legal/ financial/ technical teams
Experience in risk identification and quantification for projects with operations and maintenance components
