Your Impact:

Jacobs’ Portland office is seeking a senior-level Wetland Biologist who can support public sector energy and infrastructure projects throughout OR and WA.

This is an opportunity for a motivated individual to provide technical support as a resource specialist in field wetland ecology, biology, regulatory compliance, NEPA documentation, and other federal, state and local permitting. Working with other members of the team, you’ll perform both field and office work supporting transportation, water, and renewable energy projects across the PNW. In this position, you will serve as a key team member, building upon your expertise in PNW wetland systems and aquatic resource permitting. You will act as a technical field lead for specific natural resource surveys and will be the primary author or contributor to wetland delineation reports, environmental permit applications as well as NEPA environmental documentation evaluations, and siting reports.

Key Responsibilities of this position include:

  • Collaborate with multi-disciplinary teams of engineers, scientists, planners and other professionals to assemble regulatory compliant environmental plans, reports, and permits.

  • Conduct fieldwork (wetland delineations, ordinary high-water determinations, site reconnaissance, vegetation surveys) in OR and WA (and potentially Idaho and Montana) following state and federal protocols.

  • Identification of jurisdictional wetlands, classification and delineation of wetlands and streams, and determining mitigation requirements to support the environmental permitting of infrastructure and renewable energy projects.

  • Perform project impact analysis for mapping and permitting purposes.

  • Prepare wetland delineation reports, function assessments, Oregon Removal/Fill Joint Permit Applications, and mitigation plans in compliance with OR and WA state regulatory standards.

  • Assist with preparation of Clean Water Act Sections 10, 404, and 401 permit applications and Coastal Use Permits from state regulatory agencies.

  • Prepare and file environmental permit applications and provide technical support for regulatory approvals associated with a variety of infrastructure projects.

  • Assist with preparation of environmental documents for compliance with the National Environmental Policy Act (NEPA) including environmental resource reports, Environmental Assessments (EA) and Environmental Impact Statements (EIS).

  • Assist with proposal preparation, client maintenance, and business development activities.

  • Prepare scopes of work and estimating level of effort for task completion

  • Communicate with regulatory agencies and local government officials as needed.

  • Manage and oversee junior-level environmental staff.

  • Independently prepare technical reports, permit documents, and maintain excellent communication with clients, employees and subcontractors.

This is an opportunity for a motivated individual to be an influential member of the quickly-growing Jacobs’ environmental practice in the Pacific Northwest. The duties of this role include preparing scopes, schedules, and budgets and providing technical direction to junior staff on projects. This position will work closely to support environmental planning and permitting teams while collaborating on projects and with technical staff throughout the Pacific Northwest. The position will be part of a team of over 100 planners and scientists in the Northwest. The successful candidate must be able to work closely with a diverse team to provide proactive and collaborative solutions for various public and private sector clients, and would leverage Jacobs’ team of project managers, planners, biologists, and environmental scientists, in the pursuit and delivery of opportunities in the Pacific Northwest, with a focus on Oregon.

Flexibility to work from home or from our Portland or Corvallis offices. Ideal candidate would be based in the Portland Metropolitan area but may also be based in Vancouver (WA), Salem, Corvallis, Eugene, or Hood River (OR).

Here’s What You’ll Need:

  • BS or MS in Biology, Ecology, Environmental Science or related scientific discipline or technical field.

  • 10+ years of environmental consulting emphasizing aquatic resource delineation and permitting experience

  • Knowledge of state (OR and WA) and federal permitting programs such as the Clean Water Act and the US Army Corps of Engineers (USACE) 404/401 wetland permitting process

  • Certification as a Professional Wetland Scientist from the Society of Wetland Scientists

  • Strong experience and knowledge in PNW vegetation, soils, and wetland community types

  • Knowledge of and experience utilizing handheld GPS equipment and software

  • Data analysis, including preparing maps and figures using GIS using ArcMap GIS system

  • Preparing for and participating in meetings with clients, regulatory personnel, and other parties

  • Must have excellent written and oral communication skills

  • Strong technical writing, research, and analytical abilities, and strong attention to detail

  • Demonstrated experience working successfully in a team environment, interest in mentoring junior staff and team building

  • Ability to succeed in a fast-paced consulting environment, handling multiple project assignments, meeting strict deadlines, and traveling to client facilities as needed

  • Ability to work outdoors in adverse conditions across the western states; must be available for occasional travel

Ideally, you’ll also have:

  • Project management experience

  • Demonstrated client relationship skills

  • Ability to travel as needed for project assignments and pursuits
