Your Impact:

Jacobs has an exciting opportunity for an Encroachment Permit Program Manager. Based in Redding, CA, this role will oversee City and County encroachment permit acquisition, finetune processes and work with internal staff, subcontractors, and client to create an efficient and effective program. You will be responsible for managing a team, reporting out on behalf of your team along with maintaining a holistic program perspective and working with various disciplines to move the program forward together. You will provide effective, skilled project management to help our team deliver projects in a timely, cost-effective manner.

Responsibilities include:

  • Managing teams of permit, traffic control and civil design engineers and technicians both locally and remotely,

  • Coordinating City and County specific design and permit requirements with utility and civil design teams,

  • Reviewing utility advance scoping documents, preparing, and presenting look-ahead portfolios to City and County Agencies and Boards,

  • Negotiating, obtaining, and implementing annual permits from agencies,

  • Coordinating utility improvement projects with City and County Public Works Departments through planning, design and construction phases,

  • Working with the client to identify program efficiencies.

Here’s What You’ll Need:

  • Bachelor’s degree in civil engineering

  • 10+ years’ experience overseeing the preparation of ministerial permit applications for underground utility work

  • Prior experience coordinating with agencies for fire rebuild in northern California communities

  • Proven consulting experience within industry

  • Extensive experience coordinating with City/County representatives regarding ministerial permitting for complex programmatic efforts spanning multiple years

  • Experience in reviewing advanced scoping and program documents and preparing encroachment permit schedules, resource requirements and risk registers based on complexity, agency relationship and level of scope definition

  • Working knowledge of Manual of Uniform Traffic Control Devices (MUTCD) and Caltrans Traffic Control Plans and Criteria

  • Working knowledge of pavement and sidewalk design, American Disabilities Act (ADA) and accessibility standards

  • Capable of managing remotely and in person a team consisting of the client, internal Jacobs employees and subcontractors

  • Some travel to Jacobs offices, client offices, and/or various jurisdiction headquarters for agency meetings throughout California will be required

Preferred:

California Professional Engineer License
