Your Impact:

Jacobs has an on-going requirement to support the on-site (outside of current COVID-19 protocols) Environmental Protection Agency (EPA) Center for Computational Toxicology and Exposure (CCTE) in developing and maintaining their CompTox Chemical Dashboard with the Dashboard and Data Management teams located in Research Triangle Park (RTP), NC. These requirements include providing technical expertise to several CCTE teams in the areas of web services development, application programming interface (API) development, user interface development, and integrated dashboard web site development. Our on-site team includes individuals with technical expertise in database management systems (DBMS) in development and operations, as well as data modelers, architects, and data engineering supporting a wide variety of CCTE web-based applications used for many scientific research pursuits.

Jacobs currently seeks a highly qualified individual to serve as the Jacobs project manager (PM) to oversee the Jacobs team of IT professionals supporting the CCTE requirements. The PM responsibilities include:

  • on-site employee supervision and sub-contractor vendor management;

  • client engagement management with regularly scheduled status project level reporting to supervisors and clients;

  • purchasing requisition management to include vendor quote management;

  • project budgeting and financial forecasting management.

The successful candidate will also foster and spearhead highly effective intra- and inter-collaboration processes for efficient delivery of IT products and services in CCTE.

Here’s What You’ll Need:

The successful candidate will possess the following minimum requirements:

  • Education and work experience:

  • Bachelor’s degree in information technology, systems engineering, business administration, computer science, or closely related field from an accredited institution of higher education, and a minimum of sixteen (16) years professional experience in information technology with at least two (2) years demonstrated project management experience;

  • OR Master’s degree in in information technology, systems engineering, business administration, computer science, or closely related field from an accredited institution of higher education, and a minimum of fourteen (14) years professional experience in information technology with at least two (2) years demonstrated project management experience.

  • Documented work experience as a team member supporting successful IT projects in one or more of the following iterative software/system quality lifecycle programs: Agile Project Management (APM), Scrum, CMMI (Levels III or higher), Lean Six Sigma (LSS) Black Belt, or other comparable quality processes/systems used in information technology.

  • Software/system development/systems engineering expertise; data modeling/data architecture/data engineering expertise; or software development expertise.

  • Excellent oral and written communication skills coupled with documented evidence of successful client engagement expertise in fostering highly collaborative work environments with both government and vendor employees.

  • Prior work experience in supporting information technology driven projects in DBMS, data modeling, and/or web application development using an iterative, incremental software/system product delivery process.

  • Ability to work on-site (outside of current COVID-19 protocols) Monday through Friday during core business hours (9:00 am – 3:00 pm) at client facilities located in Research Triangle Park, NC.

  • Ability to pass a Federal Public Trust certification as a US citizen or Naturalized Citizen and a drug test.

  • Preferred background:

  • Project Management Professional (PMP) certification, or closely related certification in software/system quality management that supports an iterative delivery process;

  • Prior IT management experience in the healthcare/life sciences/pharmaceutical or within the U.S. Federal Government/Federal Contractor sector.

Essential Functions

  • Requires sitting for extended periods of time at a desk (90%). Requires sitting at a computer terminal for long periods of time (90%). There is a possibility that due to parking availability and location of work area walking moderate to long distances can sometimes be required.

  • Inside office/cubicle environment. Requires ability to interact professionally with co-workers and all levels of management (100%).

  • Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%). Ability to conduct evaluation of third and fourth generation or current state of the art computer hardware and software and its ability to support specific requirements, interfacing with other equipment and systems.

  • Attendance is critical. Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Being prompt is important to provide continuous and on-going service to customers. Attendance is important to maintain continuity of service. Work outside of normal duty hours may be required with as little as one-hour advance notice. Overtime is infrequent, but important when required (1%).

  • Must be able to communicate effectively, both verbally and in writing. Must be able to interface with individuals at all levels of the organization. Must be able to obtain unescorted access to work areas. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
