Jacobs is seeking a Buyer/Procurement Specialist in Reston, VA. Duties will include:
Perform daily procurement like activities as assigned bymanagement to include procurement support to various Government customers
Prioritize work daily depended upon urgent and first in first outassignments, and must meet SLAs specific to internal or external customers
Understand cradle-to-grave procurement processes
Ensure all procurement files are in compliance with CPSR, FAR,DFAR, Government and Agency-specific regulations, and/or company policies andprocedures
Receives and processes simple to complex purchase requests;determines prices from available vendors which meet cost and qualityguidelines; places orders; verifies receipt of purchase
Conducts complex negotiations with suppliers to obtain products atthe best quantity and cost in order to ensure end-users needs are met;negotiates delivery, terms and conditions, and pricing
Must be able to understand, review, negotiate, and maintainvarious agreement types to include vendor reseller agreements, individualpurchase orders, blanket purchase agreements, basic ordering agreements, ID/IQs
Ensures that the items and services are purchased from specifiedsuppliers and are delivered according to agreed terms and conditions
Responsible for coordinating with receiving department to resolveany receipt issues so no delays will occur in delivery
Solicits vendors for materials, products and services throughformal RFP/Qs to include competitive and single/source
Maintain communication with suppliers during the course ofprocurements in order to ensure timely delivery while maintaining compliancewith the requirements of the procurement documents. Establishes relationshipswith new suppliers and develops new supply sources
Receives and evaluates proposals, quotations, and bids foracquisitions
Analyzes bids for specification compliance, prices, deliverycommitments and past performance
Recommend possible revisions or process improvements to meetcompany needs
Timely processing and execution of orders
Responsibilities of any procurement specialist are record keeping.That means staying on top of everything from purchase orders and receipts totracking numbers
Works under and reports to the procurement manager and at thislevel has no supervisory authority
Perform purchasing activities as assigned by the ProcurementManager
An important aspect of this role is maintaining CPSR compliance. Theserecords must be pristine in case of internal and external audit or review, andany discrepancies and corrective actions are the responsibility of the SeniorProcurement Specialist/Buyer at the direction of the Procurement Manager
Other duties as assigned
BA or BS degree in the appropriate discipline from an accreditedcollege or university, plus six (6) to nine (9) years of progressive and relevantexperience. Additional relevanteducation may be substituted for progressive experience
6-8 years of purchasing experience
Must have extensive knowledge CPSR, FAR, DFARS, and othercontractual and regulatory requirements to ensure all procurement activityperformed is done so in a compliant manner and in accordance with companypolicies and procedures
Advanced oral and written communication skills are required alongwith comprehensive knowledge of company policies and procedures, and work flowprocesses
Must be able to interface with individuals at all levels of theorganization both verbally and in writing
Must have experience with Deltek
Proficiency in the use of MS Office product suite (PowerPoint, Excel,Word, SharePoint)
Some PC repair/troubleshooting skills may be required
Effective time management skills
Must be a team player with a positive customer service attitude
Ability to quickly become familiar with Government Agency regulations, policies, and unique authorities
Extensive and relevant knowledge of procurement procedures and policies specific to the area of assignment
Oral and written communication skills sufficient to compose and deliver responses to customers’ routine questions in a clear and concise manner
Ability to interpret routine financial statements
Ability to multi-task
Ability to develop an internal network of professional working relationships within the work unit and with service partners’ counterparts in other offices
Ability to interact with customers effectively in resolving routine problems

Essential Job Functions
The work environment is fast-paced and sometimes involves extremedeadline pressures. The nature of the work requires a high degree of teamworkand cooperation with other members of the staff as well as individuals acrossthe Company and Customers.
Most work will be done at a desk or computer.
Equipment and Machines:
General office equipment including PC/labtop, fax, copiers,shredder, printers, telephone and other miscellaneous equipment.
Attendance is critical at all times. Must be ableto work a 40-hour workweek, normally Monday through Friday. However,times and days may vary depending on business requirements. Needs to beavailable to work overtime during critical peaks and be available to meet lastminute requests for overtime should the situation occur.Overtime work may be required in support of customer deliverablesor other priority assignments as determined by management.
Other Essential Functions:
Must take and pass a drug test and background check as well as a motor vehicle records check. Must be able to communicateeffectively both verbally and in writing.Grooming and dress must beappropriate for the position and must not impose a safety risk/hazard to theemployee or others. Must put forward a professional behavior that enhancesproductivity and promotes teamwork and cooperation.Mustbe well-organized with the ability to coordinate and prioritize multiple taskssimultaneously.
