We are seeking a highly skilled and experienced HSE Inspector to join our dynamic team for a prominent infrastructure project in Saudi Arabia. The successful candidate will play a crucial role in ensuring accurate and precise track record with HSE inspections. Your responsibilities will include inspecting, monitoring compliance with industry standards, and safeguarding the integrity of various domains of project with HSE aspects.

Jacobs is construction supervision consultant for a multi-billion development mixed-use historic, culture and lifestyle destination. The project will be the Kingdom’s historic and cultural heart, proudly showcasing to the world Saudi Arabia’s 300 years of history through an engaging and inspiring set of heritage, hospitality, education, retail and dining experiences for residents and visitors. It aims to be developed as an urban, mixed-use development inspired by the principles of both new urbanisms ensuring its main anchors rooted in its historic culture and heritage. Ultimately, the destination will include museums, galleries, restaurants, retail experiences, public squares, hotels, multiple recreational spaces, residences, educational institutions and offices.

HSE BeyondZero

  • Set a good personal example on HSE by ensuring Jacobs’ policies and procedures are followed.

  • Ensure that all near misses and incidents are immediately reported and investigated as deemed appropriate.

  • Encourage and support all Jacobs’ and project staff to be actively involved in raising HSE observations and participating in focused HSE inspections

  • Participate in and actively support all HSE activities such as incident investigations, HSE meetings, HSE standdowns, HSE reward and recognition, HSE inspections and audits

  • Review contractors submissions, ie risk assessments and safe systems of work, and facilitate such documents being in place ahead of subject works commencing.

Principal Accountabilities

  • Always ensuring the safety and quality of the works, taking immediate action where required and escalating to the Resident Engineer immediately all key issues.

  • Stay as Construction Engineers’ HSE focal point. - Work closely with Jacobs Construction Engineers and mentor them on processes and procedures, contribute and participate in Construction Engineers Weekly Meeting

  • Monitoring the contractor’s compliance with their ITP’s and participate in witness and review points when requested via the Inspection and Test Request (ITR) process.

  • Ensuring the Contractor is working from the latest approved versions of all technical documents.

  • Monitoring the contractor’s compliance with HSEQ requirements, escalating issues and seeking intervention where required.

  • Conducting inspections in accordance with the Contractor’s Inspection and Test Plans (ITPs) intervention points. Ascertain that work is proceeding in accordance with the Contract Documents and accepted practice.

  • Take reasonable care of your own and others’ health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to the Jacobs H&S principles.

  • Perform Daily Site Visits & Inspections and produce observation reports.

  • Champion and promote the Jacobs Safety Observation Report (SOR) System

  • Liaise and coach the contractors site supervision and HSE team.

  • Contribute and participate in, Jacobs Cross Program HSE Weekly Meeting call attendance

  • Attendance and support of site level STARRT briefings, Tool Box Talks and Safety Stand downs

  • Intervention and reporting of unsafe acts/conditions

  • Provides recommendations to Construction Managers for Issuance of Safety Violations Report (SVR) and Stop Works Notice (SWN)

  • Champion the Jacobs Beyond Zero Culture of Caring & the clients Zero harm philosophy.

Here’s what you’ll need :

Ideal candidate will bring in 3 years' safety / HSE relevant experience.

You shall have experience within infrastructure projects and have demonstrable experience of supervising large-scale civil work packages.

You must have advanced technical training and/or a bachelor's degree in HSE related field, have sound knowledge of KSA Federal Regulations.

Have excellent English language skills, excellent IT skills where necessary and possess excellent Communication Skills.
