ITER is a unique, first of a kind project that aims to demonstrate the technical and scientific feasibility of fusion energy.
Jacobs one of three partners making up the Consortium MOMENTUM (http://www.momentum-iter.com/) (construction management-as-agent contractor) is project managing the construction and assembly of more than one million components in world’s largest fusion reactor.
As construction management-as-agent contractor, MOMENTUM is managing the construction and assembly of the first full-scale test reactor to include balance of plant and the Tokomak itself. Jacobs is recruiting for a HSE Manager with at least 7 years of experience to work on the ITER Project near Aix-en-Provence, France.
He/She will be responsible for:
Under the governance of the Project Director Deputy, your objective will be to propagate ITER Organisation (IO) Health, Safety, Security and Environmental (HSE) Policy within MOMENTUM and undertake promotional and development actions to reinforce HSE culture within the Company as well as within the main Contractors in charge of construction and installation of equipments on site.
You are managing a team composed of 1 HSE Supervisor and 1 Environmental Coordinator
Act as ambassador of IO’s HSE Policy, ensure compliance to all regulatory and site requirements, provide leadership and have exemplary behaviour
Develop and promote an ambitious program that will reinforce HSE culture and maintain a high level of performance with regards to safety on site
In cooperation with Health and Safety Protection Coordinator (HSPC), IO and Contractors HSE teams, ensure that all actors strictly comply with HSE requirements, and that workflow processes are correctly managed to identify hazards, evaluate and prevent risks
Measure on a regular basis the efficiency of HSE improvement plans with regards to the program and objectives given by IO
Evaluate collectively with your team the conformance and the relevance of the HSE plans and risks assessments of the main contractors
Analyse and participate with the entities in charge of safety to the analysis of incidents, near-misses and significant accidents. Identify trends and establish appropriate measures, monitor corrective and preventive actions with your team, update the lessons learned database
Accompany MOMENTUM Project Delivery Managers and Coordinators during operational meetings and provide methodological and technical support on HSE topics
Identify MOMENTUM employees HSE training needs. With support of Human Resources team, ensure that all staff has proper safety qualifications and followed mandatory trainings with regards to their trade
Be accountable for the development and update of MOMENTUM HSE procedures
Communicate regularly to all staff on topics related to health, safety, and environmental topics, notably when legislation and/or requirements have changed
Here’s What You’ll Need:
Practice of HSE regulation application to industrial sites and of management systems using ISO14001 and HSAS 18001 standards
Good knowledges of French HSE regulation; Code du Travail and Code de l’Environnement
You have already worked within large multicultural project teams, preferentially on nuclear plants or classified (ICPE)
Communication skills, problem-solving and solution-oriented mindset
Use of MS Office is needed
English-speaking context requires to speak and write in English with great ease. A second language would be a plus
