The Program Manager shall be responsible for the successful cost, schedule, and performance of the contract. This position serves as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and the Contractor’s senior management. Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, staff management and quality assurance activities. Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The PM shall utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
Typical duties include:
Serve as the program manager typically responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations.
Provide overall direction of program activities.
Manage and maintain contractor interface with the senior levels of the customer’s organization.
Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
Establish and maintain technical and functional reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support
Here’s What You’ll Need:
Possess ten years or more of relevant senior leadership/program management or operational experience with DoD projects involving cyber operational and analytical support.
Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
Knowledgeable of the guidelines provided by the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series.
Direct experience in managing multi-task contracts and subcontracts of various types and complexity.
Bachelor’s Degree or comparative experience.
Possess a current Project Management Institute (PMI) Project Management Professional (PMP) or PMI Program Management Professional (PgMP) certification.
DoD 8570 certification
TS with SCI Eligibility
Requires sitting for extended periods of time at a desk (90%). Requires sitting at a computer terminal for long periods of time (90%).
Inside office/cubicle environment. Requires ability to interact professionally with co-workers and all levels of management (100%).
Equipment and Machines
Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%).
Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Work outside of normal duty hours may be required to support exercises and other events.

Must be a resident in the local area of San Antonio Texas.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
