Our CEI team is looking for a Resident Engineer!

The Resident Engineer will oversee and perform advanced engineering construction management, construction inspection or other technical project management work. Provide leadership and oversight related to all aspects of engineering construction projects by planning and controlling all elements of the project or oversees one aspect of multiple engineering construction or otherwise technical projects. Responsible for review and development of projects objectives and for maintaining the project integrity through ensuring compliance with relevant state and federal laws, policies and procedures. Responsible for oversight of all quality assurance/quality control aspects of technical projects. Work requires extensive contact with agency management, governmental officials and private entities. Typically reports to the Jacobs Project Manager. May serve as a Lead Worker. Employees at this level are virtually self-supervising and assume direct accountability for the work product.


  • Conducts project reviews and inspections with project’s Construction Superintendent, inspectors, sub-consultants and client managers.

  • Consults with Project Manager, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.

  • Coordinates project activities with state agencies, governmental jurisdictions, or private sector partners and contractors.

  • Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.

  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.

  • Monitors contractors' compliance with plans and specifications.

  • Resolves differences between contractors and inspectors

  • Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications.

  • Responsible for Request for Information (RFI) and Shop Drawing reviews and processing, and for negotiating, developing and reviewing change orders in the best interest of the State and the project.

  • Oversees construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair facilities related equipment in accordance with plans, specifications and contract requirements.

  • Provides technical assistance in resolving construction problems related to contract administration.

  • Assists in engineering-related data collection, inspections, assessments, analysis, and supports other members in sales related pursuits for the company.

  • Performs other job responsibilities as assigned.

  • At least 15 years in construction project management of highway projects; project management, process engineering or business process improvement methodologies is required

  • Experience can be satisfied by full-time or prorated part-time equivalent.

  • Previous supervisory experience is required.

  • Relevant experience may be substituted for education on a year per year basis provided you have PMP certification

  • Valid Driver’s License, Class C is required

  • Licensed Professional Engineer. Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • This is a Safety Impact position and will be subject to random drug testing.

  • Must pass a drug test prior to employment for safety impact positions. Safety impact employees will be subject to additional drug and alcohol testing during employment.

  • Required to work weekends and holidays.

  • Required to work hours other than 8 to 5.

  • Required to work under exposure to inclement weather conditions.

  • Required to wear personal protective equipment provided by employer and comply with all safety requirements.

  • Must attend work regularly and observe approved work hours
