Subcontracts Administrator Lead IRES - SAFB


Description of Duties:

The Subcontracts Administrator Lead supportsthe Missile Defense Agency (MDA) on the Integrated Research and Development forEnterprise Solutions (IRES) contract. The candidate will:

  • Prepare solicitationdocuments, determine correct solicitation method, and determine sources to besolicited.

  • Analyze and evaluateTask Order and subcontractor proposals, negotiate deviations from workstatements, schedule, and terms and conditions, while working closely with theProject Management team.

  • Provide value-addedanalysis of solicitations, pricing strategies, contract terms and conditions.Identify risks as well as mitigation alternatives.

  • Maintain document filesin accordance with Subcontracts Policies and Procedures for internal andexternal audits.

  • Conduct cost and/orprice analysis and provide justification of award.

  • Coordinate crossfunctionally to meet internal and external requirements and deadlines.

  • Manage subcontractmodifications, which includes coordination of required additions, deletions, orother modifications or formal documentation of communication to/fromsubcontractors.

  • Administer resultingsubcontracts, ensuring that all requirements are performed in accordance withthe statement of work and delivery schedules.

  • Perform formal closeoutof subcontracts after project completion.

  • Review subcontractorinvoices to ensure they are in accordance with the negotiated terms andconditions.

  • Maintainingcommunications to ensure timely contract execution by the parties.

  • Ensuring final contractdocuments are consistent with agreements reached at negotiations.

  • Reviewing FAR and DoDSupplement regulations regularly to ensure contract compliance with governmentregulations.

  • Evaluating contractperformance to determine necessity for amendments or extension of contracts

  • Coordinating activitiesand participates in fact-finding meetings.

  • Supervise and mentorsubcontracts administrator staff

  • Maintain subcontractspolicies, procedures and documents library

The successfulcandidate will:

  • Beable to mentor and manage subcontracts administrators

This position will be filled atSchriever AFB, Colorado Springs, CO.

Thisposition will be posted for a minimum of 3 days. If a candidate has not beenselected at that time, it will continue to be posted until a suitable candidateis selected or the position is closed.

Basic Requirements:

Must have one of the followingcombinations of education and experience: HS Diploma (or GED) and 6 years ofgeneral experience; Associate’s degree and 4 years of general experience;Bachelor’s degree and 2 years of general experience; Master’s degree and 0years of general experience.

  • Must have at least 4years of cradle-to-grave contract/subcontract administration experience.

  • Must have strongunderstanding of the government acquisition process. This includes workingknowledge of Federal Acquisition Regulation (FAR) and FAR supplements.

  • Working knowledge ofall contract types including IDIQ CPIF, T&M, firm-fixed price, anddemonstrated ability to execute and interpret federal regulations withincontracts.

  • Proficient inMicrosoft Office Applications (Word, Excel, and Outlook) and SharePoint

  • Mustbe able to obtain Secret.
