Summary/General Description Of Job:

Responsible for overall development and execution of Work Orders and Task Order. Maintains positive working relationships with government officials while managing multiple Projects simultaneously. Works directly with Safety Manager, QC Manager, and IDIQ Manager to successfully estimate, initiate, manage and complete projects. Utilizes RS Means and WinEst as well as Jacobs Procurement Department to maintain and accelerate contract development.

Essential Duties & Job Functions:

· Works independently to oversee a cradle to grave approach to work order and task order management.

· Reviews Government Scope of work and develops Scope of Work for subcontractors.

· Writes PPIs and RFIs.

· Performs estimating services and Subcontractor selection for proposals.

· Schedules and supervises work progress, communicating directly with everyone involved to coordinate every aspect of multiple jobs simultaneously.

· Performs Quality Control Inspections, verifies subcontractor compliance with scopes of work and applicable specifications and regulations.

· Collects and submits subcontractor submittals for approval as required.

· Acts as a representative of Jacobs in discussions with government officials and communicates government requirements to subcontractors.

· Determines end of the month billing for multiple task orders and work orders.

· Coordinates with shops for task order support as required.

· Coordinates outages permits and prices and routes escort services requests.

· Schedules and manages on site construction, non-reoccurring work order execution and completion. Final job close out, warranty issue and final billing.

· Performs other related duties as assigned.

Knowledge, Skills, and Abilities:

· Knowledge of basic mathematical functions.

· Organizational skills at an intermediate level.

· Computer skills at the intermediate or higher level (MS Office programs).

· Problem analysis skills at an intermediate level.

· Ability to communicate effectively orally and in writing.

· Ability to create and maintain a positive team atmosphere with effective interpersonal skills, and the ability to work professionally with a variety of people and personalities.

· Ability to exercise independent judgment.

· Ability to maintain accurate records and prepare required reports.

· Ability to meet deadlines and handle potentially stressful situation.

Accountable For:

· Timely and cost-effective performance of duties.

· Establishing and meeting Task Order/Work Order timelines and objectives.

· Completeness of written scope of work, drawings, sketches

· Knowledge of commonly used project management concepts, practices, and procedures and relevant government/state/local laws and regulations.

· Excellent communication skills, both written and verbal.

· Ability to communicate effectively in the English language in order to provide clear and precise instruction.

· Adherence to established company safety policies and ability to work in a safe manner, using any required personal protective equipment (PPE) as may be required.

· Ability to deal with people in a professional and courteous manner.

· Ability to exercise independent judgment and handle confidential information.

Here’s what you’ll need :

Job Requirements (Education, Experience, Professional Associations): Mandatory

· High School Diploma or Equivalent

· Minimum 4 years experience as a professional in construction industry or Construction Management/Engineering degree.

· Valid state issued Driver’s License with acceptable driving record.

· Ability to successfully pass any background checks including obtaining a SECRET security clearance and/or drug testing required on the contract.

· Complete or obtain Construction Quality Management for Contractors (CQM) course within 6 months of hiring date.

· U.S. Citizenship

Preferred

· Demonstrated knowledge of construction and subcontractor relations.

· Previous government contractor experience.

· Previous experience in RS Means estimating or other construction estimating systems.

· Previous experience using Maximo enterprise software a plus.

· Working knowledge in one or more construction disciplines (i.e. civil, architectural, electrical, mechanical, or HVAC.

The base salary range for this position is $70,000 to $85,000 . Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
