Jacobs is seeking an IT Software Project Manager in Reston, VA. Duties will include:
Servesas the manager for complex projects and shall assist personnel in working withthe Government's authorized representative and customer agency representatives
Under the guidance of management, will assist one or more teams inidentifying, analyzing, defining, analyzing, defining, and coordinating user,customer and stakeholder needs and translate them into technical or operationalrequirements for the research, development, production and/or procurement ofprocesses, systems and/or services.
Will have multiple projectsto manage from concept to delivery
Must utilize the Project Management Framework (PMF) to produce requireddeliverables and documentation for each Control Gate and gain approval fromcustomer and/or Stakeholders in order to proceed to the next step within thePMF in order to achieve successful delivery
Plans, directs, and coordinates activities to include obtaining bestpossible software, understanding requirement, and engaging with the customeruntil the request is completed
Performs day-to-day management of multipletask, and develop long-term and strategic objectives to ensure that end userrequirements will be
Interfaces with other functional areas, ensuring that technical solutions andschedules are implemented in a timely manner
Serves at the point of contact for the requirements of the software.
Assist the customer in deciding the best software needs for their particular requirement
Ensure that personnel tasks are completed within the deadlines, tasking guidance from the Government is clear and unambiguous, and assist with potential problems are pre-empted
Consult and coordinate with the appropriate customer for problem resolution, task scheduling, new resource requirements and task clarification
Establish and implement streamlined processes and procedures enabling the Contractor to rapidly respond to requirements of the customer.
Consult with users, management, vendors, and technicians to assess computing needs and system requirements
Direct daily operations of department by: analyzing workflow, establishing priorities, developing standards and setting deadlines
PMs make decisions that deal with the daily schedule and work to be accomplished
Stay abreast of various software that is being requested
Other duties as assigned
Active TS/SCI with polygraph required
Bachelor’s degree in a Computer Science, Information Technology or related field or equivalent experience and five (5) to eight (8) years of directly related experience or any equivalentcombination of education, experience, training and certifications
Must be able to provide risks and develop mitigation strategies whichare in compliance with government policies and procedures to executive andsenior managers
Must be able to monitor, troubleshoot and identify challenges for bothnon-technical and technical issues throughout the entire project and if necessaryimplement appropriate technical modifications to ensure delivery ofproducts/services to customers and/or stakeholders
Should have a working knowledge of the basic of current technologies,industries best practices, and trends relevant to the project in order to helpdecompose requirements to a level detailed enough to develop an implementationstrategy plan
Shouldbe familiar with government acquisition process to be able to manage theproject budget in a way that overlays all the elements of the Acquisitioncycles to ensure funding throughout the entire project
Required to understand and integrate Counter Intelligence (CI) and Securitybest practices into all work performed
Mustbe able to communicate effectively both verbally and in writing
Mustbe able to interface with individuals at all levels of the organization bothverbally and in writing
Proficiencyin the use of MS Office product suite (PowerPoint, Excel, Word, SharePoint)
Advancedknowledge the customer and the interworking’s of the organization are criticalto this position
Ability to become familiar with customer and industryregulations, policies, and unique authorities
Some Basic knowledge of industry procedures andpolicies specific to the area of assignment
Some Basic knowledge of various customerdatabases and applications
Oral and written communication skillssufficient to compose and deliver responses to customers’ routine questions ina clear and concise manner
Ability to develop an internal network ofprofessional working relationships within the work unit and with servicepartners’ counterparts in other Offices
Ability to interact with customers effectivelyin resolving routine problems

Essential Job Functions:
Work Environment:General Office environment: The workenvironment is fast-paced and sometimes involves extreme deadline pressures.The nature of the work requires a high degree of teamwork and cooperation withother members of the staff as well as individuals across the Company andCustomers.
Physical Requirements: Work will be performed at a desk. Although, depending onassignment, work is primarily performed in an office environment and mayinclude conditions varying from an office environment where work is primarilysedentary to environments where extensive standing and/or walking; bending;lifting light to heavy objects or being exposed to noise, dust, dirt, etc. isexpected.
Equipment and Machines:General office equipment including PC/laptop,Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous officeequipment.
Attendance:Mustbe able to maintain regular, reliable attendance and ensure on time dailyarrival.Attendance is critical at all times. Must be ableto work a 40-hour workweek, normally Monday through Friday. However,times and days may vary depending on business requirements. Needs to beavailable to work overtime during critical peaks and be available to meet lastminute requests for overtime should the situation occur.
Other Essential Functions: Must take and pass a drug test and background check as well as a motor vehicle records check. Grooming and dress must beappropriate for the position and must not impose a safety risk/hazard to theemployee or others. Must put forward a professional behavior that enhancesproductivity and promotes teamwork and cooperation.Must be well-organized with the ability to coordinateand prioritize multiple tasks simultaneously. Must work well underpressure to meet deadline requirements. Must be willing to travel as needed.
