As part of the CHC joint venture, Jacobs is delivering the 15 year Area 14 Maintenance and Response contract, covering much of the North East of England for National Highways.

Reporting to the General Manager and CHC Joint Venture Board, the Area 14 Commercial Manager is a key role identified under the contract responsible for providing leadership and strategic direction as a member of the Area 14 Senior Management Team (SMT) for all aspects of the delivery of the Commercial and Finance function in Area 14. The Area 14 Commercial Manager is a key point of contact for National Highways in all commercial and financial related matters for delivery of the contract. They also provide commercial and financial advice to Area 14 delivery leads to ensure efficient delivery of services at best value using lean principles. With overall responsibility for supply chain the Commercial Manager will ensure strong collaborative relationships, behaviours and cultures are in place throughout each organisation to deliver best value and quality. The Commercial Manager is also responsible for meeting commercial and financial targets to ensure the contract is sustainable as agreed with CHC Parent Companies.

Role and Responsibilities

Health, Safety and Environmental

• Take ownership of and display leadership in matters of health, safety, environment, wellbeing, inclusion and diversity within the Commercial and Finance Teams.

• Be fully conversant with the requirements of Jacobs processes and procedures and the relationship with the commercial team duties.

• Raise any areas of Non-Compliance with Contract requirements or Jacobs processes and procedures to the Commercial Manager.

Client

• Build and maintain a positive relationship with National Highways key commercial leads including 1-2-1’s and responsive to feedback and client satisfaction improvements.

• Manage monthly client reporting such as activities completed, variance of spent v planned, monthly costs

• Provide regular (at least monthly) updates on commercial and finance performance at client commercial meetings advising any mitigation measures to recover slippage.

• Ensure overall service delivery of commercial and financial aspects meets the Client’s expectations and business plan with no surprises.

Technical/Operational

• Effective establishment and management of the budget, and allocation of funding for the contract.

• Effective interface of the finance and commercial teams with programme development and delivery teams.

• Develop and maintain collaborative working relationships with National Highways staff, supply chain and key stakeholders.

• Deliver the aspects allocated to the Commercial Manager on the Area 14 Goals/Area Business Strategy as agreed with Joint Venture Board.

• Identification of improvements and efficiencies within the existing Annex 24 processes.

• Implementation owner for all processes used by the team. Duties include Non Conformance Report management, continuous process review and measurement/improvement against the Collaborative Performance Framework (CPF) targets including local measures.

• Represent CHC to support the client on relevant Highways England Working Groups

People

• Promote a culture within the team aligned to our key values.

• Drive efficiencies, lean initiatives, innovation and continuous improvement at all times.

• Leadership and guidance to direct reports, providing clear objectives and understanding of deliverables.

• Management of personnel issues including grievances and disciplinaries in liaison with HR.

• Resource profiling and working with direct reports and ALT to meet the overall delivery needs. Line management duties for direct reports including weekly timesheet monitoring, annual performance reviews and setting of targets/objectives.

• Team building and motivation of the team in line with the CHC value to enjoy what we do and drive the Integrated team approach and culture.

Commercial / Financial

• Ensure CHC commercial strategy is embedded into the Area 14 business such that a sustainable service is provided to the client.

• Achieve financial and commercial targets by the effective management of costs, supply chain management and the provision of financial and commercial clarity to other teams.

• Manage production of Annual Service Plan and Annual Commercial Plan.

• Manage production of estimates, CE's, EW's and Risk Reduction meetings.

• Monthly monitoring and reporting of CVR on activities completed/CVR for look ahead for planned activities to challenge Operations Team.

• Manage reconciliation of cost capture database and incurred costs.

• Manage production of annual cost rates and annual reconciliations.

• Responsible for Cost Capture process, monthly client application - review of applied and disallowed costs etc.

• Own and manage Financial Authorities.

• Manage forecasting and budgeting

• Manage Financial Reporting such as production of management accounts and internal financial reporting for JV partners such as Jacobs OPR and Costain CLR and Deep Dive Reviews

• Approve CIS, VAT Returns, Statutory Reporting and supplier payments

• Manage cashflow

• Manage half year and end of year financial audits

• Manage overhead spend

• Responsible for production of weekly payroll and salaried staff information such as expenses and overtime

• Provide commercial advice and assistance on the development of Third-Party opportunities.

• Responsible for the implementation of the Commercial and Finance Team Managers processes within Business Management Systems

Other

• Maintain liaison and provide best practice sharing with colleagues including supply chain

• Support the Area 14 Lean Strategy to continually improve efficient ways of working.

Here’s What You’ll Need:

• Qualified QS/Accountant with post qualification experience and a good mix of commercial experience in relevant roles in construction and desirably in addition, Highways experience.

• Knowledge of NEC contract and excellent financial and commercial skills.

• Strong analytical skills.

• Strong written, communication and presentation skills.

• Ability to develop strong working relationships at all levels.

• Ability to work in multi-disciplinary teams.

• Commercial awareness.

• Mobility / flexibility - whilst you would be based in one of the local related offices, our work requires mobility and flexibility.

Experience and Background

• Application and valuation experience beneficial.

• NEC Forms of Contract experience essential.

• Internal audit experience would be beneficial.

• Previous experience managing commercial/financial teams for at least 3 years

• Experience in infrastructure / construction assignments beneficial.

• Experience in contract compliance would be beneficial.
