Knowledge Management (KM) SME Job Description:

KM SME shall provide insight and recommendations into KMO programmatic issues; prepare and route KMO documentation for command review and approval; coordinate approved KMO implementation actions; identify key MARSOC processes having potential high KM impact/value for the command; and communicate the relevance/value of KM to command personnel. In support of the KM Strategic Plan implementation efforts, the KM SME shall develop spreadsheets, PowerPoint presentations, and other electronic documentation and shall review documentation for accuracy, clarity, content, conformance to standards, and approach against referenced standards. The KM SME/Analyst shall attend KM meetings and provide reports and/or de-briefs summarizing the purpose of the meeting, attendees, discussion topics, results, and when appropriate, an assessment or recommendation(s) for action.

Additional job duties shall include:

  • Conducting business process analysis to develop KM projects/action plans.

  • Analyzing, assessing and prioritizing high level strategic/corporate KM projects/actions plans.

  • Managing and tracking the progress, impact, and outcomes of multiple KM projects/action plans.

  • Employing KM principles outlined in the MARSOC KM Strategic Plan to improve decision making, knowledge sharing, timeliness, cost, schedule/time, and add value to the command.

  • Working with collaborative tools and technologies to facilitate organizational performance.


Minimum Education/Experience Requirements: Bachelor’s Degree in field of study related to KM or Business Analysis (i.e., Business Administration, IT Management, Planning, etc) and four (4) years of experience in business process analysis related to Knowledge Management.

Must possess at least one certification related to effort, such as Project Management, Lean Six Sigma, Knowledge Management.

Required skills include:

  • Knowledge and proficiency in the MARSOC identified strategic KM pillars of Information Governance, Records Management, Continuous Performance Improvement and KM Training.

  • Knowledge and application of leadership, management, change management, KM principles, practices and methods, and experience in implementing KM practices and systems with an enterprise perspective.

  • Knowledge and proficiency in continuous process improvement principles to include, at a minimum, the LSS approach to process improvement.

  • Knowledge of system analysis principles and processes to include planning, requirements elicitation, design, acquisition, implementation, and lifecycle management of systems.

  • Skill in conducting systems planning and analysis; and skill in identifying, analyzing, evaluating, developing, and implementing recommendations.

  • Knowledge and application of program and project management principles, theories, practices, and tools to develop and manage project plans, schedules, and budgets.

  • Demonstrated ability to plan, organize, direct, and lead teams through continuous process improvement projects and initiatives, as well as requirements elicitation and documentation.

  • Knowledge of IT principles, concepts, and methods including a broad understanding of IT platforms and applications as they relate to KM.

  • Demonstrated proficiency with SharePoint and Microsoft Office business applications.

  • Demonstrated ability to communicate both orally and in writing. Skill in developing point papers and decision briefs and in organizing and delivering briefings to peers and superiors to persuade high-level management to commit resources and change established procedures.

Must possess an active SECRET security clearance.
