Timecard Administrator Job Description:

Provides accounting support to group and segment activities with specific responsibility for the review, processing, recording, and reconciling of financial information in compliance with established I2S policies, primarily in the area of timekeeping and labor accounting.

Job Duties and Responsibilities:

Timecard administrator

  • Processes weekly timecards for employees and teammates on the e-Timecard system in accordance with company policies; performs required reporting to internal users.

  • Maintains active user status for all employees, teammates, and consultants, and performs training for new users as required.

  • Maintains indirect assignments for all overhead staff and assigns absence labor earning codes as authorized.

  • Accumulates, verifies and posts all timecard data for employees to financial system to ensure accurate processing of payroll data.

  • Calculates, verifies and enters all supplemental pay to financial system.

  • Generates and reconciles various reports in accordance with corporate payroll calendar.

  • Investigates and clears reconciling items on Accrued Salaries reconciliation prepared at Corporate.

  • Reviews and updates BMS work instructions periodically to ensure continued compliance in operating procedures; make recommendations for changes as necessary.

Accounting and Reporting

  • Prepares task order closeout documents after reconciliation of all costs incurred and billed at end of task; submits final invoice package to DCMA via DFAS Wide Area Workflow system.

  • Enters and maintains Accounts Payable vendor master file in financial system

  • Reconciles and processes Form 1099-Misc reporting annually.

  • Maintains accurate and confidential database of vendor banking information for payment purposes.

  • Reconcile vendor and subcontractor invoices, ensuring any required corrections are processed promptly.

  • Provides backup to Accounts Payable or Teammate Payroll as necessary due to absences.

General Job Duties

  • Exerts a positive customer service approach to employees, teammates, subcontractors, and internal I2S departments in performance of all responsibilities.

  • Communicates all issues promptly and completely to Accounting and Finance Manager.

  • Maintains all records in accordance with retention requirements in anticipation of DCAA, SARBOX, or internal audits.

  • Responds to inquiries from a variety of sources (e.g. employees, subcontractors, auditors, etc.) for the purpose of resolving problems, providing information and/or referring to appropriate personnel.

Nature of position challenges

Must work under limited supervision following standardized practices and/or methods. Collaborates with other departments or individuals to perform the job's functions. Requires high degree of judgment, discretion, and confidentiality, and must maintain familiarity with all Payroll-related Human Resource policies. Actions/results impact the organization’s services, and have high visibility at the employee and teammate customer’s level.

Supervisory Guidance

Receives general guidance with efforts reviewed for effectiveness by MOG Accounting and Finance Manager or Director of Business Operations. All work must be reviewed under Sarbanes-Oxley “second set of eyes” requirement.

Interacts with the personnel and makes daily use of the materiel and equipment resources necessary for the conduct of critical organizational accounting functions. Impacts the ability of segment to claim allowable cost reimbursements from the customer, maintain compliance with Department of Labor and other federal regulations.

Qualifications

Minimum Education/Experience Requirements: Associate’s degree and a minimum of five (5) years related experience. Additional years of experience can be substituted for degree, some college preferred.

To perform the job successfully, the individual should possess the following competencies:

  • Ability to perform accounting functions through the use of Microsoft Office applications (Word, Outlook, Excel) or proprietary databases.

  • Knowledge of methods and practices of bookkeeping, basic accounting, and financial record keeping.

  • Ability to apply pertinent codes, rules and regulations.

  • Proficient computer skills and knowledge of Microsoft Office Suite software (Word, Outlook, Calendar, Excel)

  • Knowledge of standard clerical practices and procedures.

  • Strong oral communication - speaks clearly and persuasively in positive or negative situations and demonstrates group presentation skills.

  • Strong written communications - edits work for spelling and grammar, presents numerical data effectively and is able to read and interpret written information.

  • Problem solving abilities – identifies and resolves problems in a timely manner through gathering and analyzing of information. Demonstrates sound judgment in decision making.

  • Exceptional planning and organizational skills – possesses the ability to prioritize task and plan work activities to use time in the most efficient, effective manner.

Must be able to obtain an interim secret and subsequent security clearance.
