At Jacobs, effective project and contract management as well as technical expertise are both crucial to the success of our projects and the strong relationships we have with our clients. The Delivery and Commissioning Senior Manager provides the leadership, communication and people skills necessary to effectively engage with the contractor and the broader client organization in the Substantial Completion process. The role also provides the project management, technical and contract administration expertise necessary to effectively progress highly complex and challenging issues. The role entails independently performing a variety of technical, analytical, managerial and contract administration work during the Commissioning phase of a large commuter rail infrastructure project through the transition into Revenue Service. We are looking for someone with a knowledge of contract management strategies and relevant industry practices as they pertain to the closeout of a large P3 project. Direct experience with the P3 Substantial Completion process would be an asset.
Based in Toronto, you’ll have the chance to use your experience and expertise managing and executing transit contracts through the Substantial Completion process to provide technical and strategic recommendations, and guidance to the client. The Project Closeout Manager is responsible for managing interfaces across multiple organizations and teams, providing the expertise and leadership that is required to support the Project through the Substantial Completion process while managing the interface with the broader client organization in relation to the Substantial Completion process.

Ability to independently apply advanced analytical techniques to problems related to P3 contract in relation to Commissioning and Substantial Completion.
Proven capacity to deeply understand and analyze complex issues and to effectively articulate those issues to client representatives in a clear and concise fashion both verbally and in written form.
Provide technical and contract management recommendations and guidance to the project delivery team and the broader client organization.
Represent the client at multiple projects working groups.
Ability to work with a large and diverse team to monitor and track all pre-requisites to Substantial Completion including:
Deficiencies;
Safety and security certifications;
Testing and commissioning;
Systems engineering;
Third party infrastructure Commissioning and handover;
Quality;
Submittal progress; and
Plans, strategies, supporting documentation, and evidence related to the Substantial Completion process.
Monitoring the progress of Commissioning, handover of new third party infrastructure, and Substantial Completion to be aware of emerging issues and able to identify and characterize risks including quantification and strategies for mitigation.
Audit and review work to confirm conformance with the Project Agreement, good industry practice, and applicable standards.
Monitor and track deficiencies and ensure resolution prior to Final Completion.
Assisting client in interpretation of Project Agreement
Fieldwork experience including identifying issues and deficiencies related to Substantial Completion and working with the project team to provide resolution.
Keep senior management and other project stakeholders continuously informed of project status and all developments that can impact project cost, schedule, quality, safety, and reputation through regular reports.
Proactive stakeholder management.
You’ll Also Need:
Bachelor’s degree in engineering would be an asset.
10 years of progressive project management and/or contract administration experience on a rail or transportation infrastructure project.
Superior people and negotiating skills.
In depth understanding of technical, contractual, and commercial fundamentals on major P3 projects.
Previous experience administering large Rail/Transit construction contracts.
Experience liaising with clients, contractors, and consultants.
Transit/transportation project experience.
Excellent organization and communication skills including the ability to communicate complex ideas clearly and succinctly.
A Master's in Business Administration would be an asset.
A PMP designation would also be an asset.
Systems:
A high level of proficiency in Microsoft Excel, PowerPoint and Word is required.
Proficiency in Microsoft Project or P6 would be an asset.
