At Jacobs, effective project and contract management as well as technical expertise are both crucial to the success of our projects and the strong relationships we have with our clients. The Operational Handover Senior Manager provides the leadership, communication and people skills necessary to effectively engage with the contractor and the broader client organization in the Substantial Completion, Closeout, Operational Readiness, System Review Panel and internal Operational Handover processes. The role also provides the project management, technical and contract administration expertise necessary to effectively progress complex and challenging issues. The role entails independently performing a variety of technical, analytical, managerial and contract administration work during the Commissioning phase of a large commuter rail infrastructure project through the transition into Revenue Service. We are looking for someone with a knowledge of contract management strategies and relevant industry practices as they pertain to the closeout of a large P3 project. Direct experience with the P3 Substantial Completion process would be an asset.

Based in Toronto, you’ll have the chance to use your experience and expertise assisting to manage transit contracts through the Substantial Completion and Operational Handover processes to provide technical and strategic recommendations, and guidance to the client. The Operational Handover Senior Manager is responsible for leading interfaces across multiple organizations and teams, providing the expertise and leadership that is required to support the Project through the Substantial Completion and Operational Handover processes while managing the interface with the broader client organization in relation to the Substantial Completion process.

Key Responsibilities:

  • Provide the leadership and technical expertise necessary to manage interfaces across multiple teams and organizations as the project progresses through the Substantial Completion and Operational Handover processes.

  • Provide the contract interpretation and administration expertise.

  • Represent the client in various project-related meetings and working groups.

  • Analyze and resolve complex P3 contract administration issues, articulating them clearly to client representatives.

  • Monitor key project milestones, including deficiencies, safety certifications, quality documentation, and testing/commissioning processes.

  • Interface with third-party infrastructure commissioning and handover.

  • Audit and confirm compliance with the Project Agreement, industry best practices, and applicable standards.

  • Lead Operational Handover meetings, preparing minutes and tracking action items.

  • Lead internal governance, coordinating with scheduling, document control, and internal documentation/records requirements.

  • Proactively manage stakeholder relationships to ensure alignment and successful project outcomes.

  • Keep client senior management informed of project status, including risks and issues that could impact timelines, safety, or quality of governance processes.

  • Minimum of 10 years of progressive project management or contract administration experience in rail or transportation infrastructure projects.

  • Strong people and negotiation skills with a proven ability to manage complex interfaces.

  • Solid understanding of technical, contractual, and commercial aspects of large infrastructure projects.

  • Experience collaborating with clients, contractors, and consultants.

  • Excellent communication skills, both verbal and written, with the ability to convey complex information clearly and succinctly.

  • Proficiency in Microsoft Excel, PowerPoint, and Word is required.

  • Bachelor's degree in engineering or a related discipline; a relevant diploma with equivalent experience will also be considered.

  • Previous experience with large transit or transportation construction contracts.

  • Master’s degree in an applicable field would be an asset

  • PMP or Professional Engineer designation would also be an asset.

Systems

  • Proficiency in Microsoft Excel, PowerPoint and Word is required.

  • Familiarity with Microsoft Project or Primavera (P6) scheduling tools would be an asset but not essential
