Jacobs is seeking an Outside Plant Fibre Specialist (Fibre Specialist ) experienced in fibre network planning, design, construction and testing for the Province of Ontario’s Designated Broadband Projects. We are looking for a highly motivated and personable individual to support our growing technical assistance team in Toronto, Ontario , supporting the delivery of large and complex projects including high-speed internet projects.

You will work with a team of professionals in facilitating and providing oversight during procurement design, and construction phases. The role offers a flexible working environment allowing for remote work and regular visits to client site office in downtown Toronto and our Jacobs Toronto office.

Job Responsibilities:

The Fibre Specialist will be responsible for reviewing capacity provisioning, strategic planning and sizing network additions for fibre to the home (FTTH) projects. Specific duties may include, but not limited to:

Third Party Design Oversight

  • Perform quality audits on designs and review for completeness, accuracy, client standards, and overall presentation.

  • Monitor and evaluate design quality and scheduled delivery as defined by the Project Manager.

  • Evaluate design for "value" engineering improvements.

  • Ensure designs conform to local jurisdiction regulations, as required

  • Communicate lessons learned to the Project Manager and the project team.

Planning

  • Anticipate and plan for capacity requirements in backhaul and last mile networks.

  • Perform short-term and long-term network forecasting (OLT, CSP, feeder, distribution)

  • Interpret service provider forecast data and utilize in planning/design.

  • Interpret latest service provider architecture and standards as pertains to planning and design

  • Plan for service-on-demand in market areas

Detailed Design Review

  • Analyze collected data of all surface features and underground utility data necessary to support the preparation of design prints that are complete and suitable for construction of a project.

  • Coordinate with cross-functional teams in support of bringing each design to completion

  • Responsible for the review of detailed construction drawings depicting all underground and above ground elements and proposed work.

  • Review for accuracy detailed field notes, drafting, and validating cable routes, splice plans and network element placement and interfaces.

  • Oversee the review of detailed engineering drawing packages prepared for right-of-way access and road cut permits from municipalities.

  • Oversee the review of detailed engineering drawing packages for joint use applications with pole or infrastructure owners.

  • Interpret OTDR traces, loss measurements and link budget for circuit acceptance.

  • Use GIS mapping tools to review .shp, .gdb and other GIS files

Here’s what you’ll need :

  • Experienced in the design of aerial and underground facilities, with ability to interpret telecom facilities on records, maps and fielding notes

  • Ten (10) years OSP engineering design with 3 years specific in OSP planning required

  • Experience working with CAD and GIS platforms.

  • Degree in Engineering or equivalent work history/experience, Licensed Professional Engineer in the province of Ontario preferred

  • Knowledge of layout and design of the telecommunication network elements in accordance with the network design criteria for FTTx builds. This includes an understanding of the development and definition of the optimum route corridor and identifying the type of construction required (i.e., aerial, underground, open trench, direction bore, plough, etc.)

  • Experience working with CAD and GIS platforms.

  • Firm understanding of right-of-way and route assessments to confirm that a route corridor is acceptable and will be built in the most cost-effective manner.

  • Familiarity with jurisdictional permitting is required

  • Sound knowledge of Passive Optical Networks and FTTH

  • Excellent interpersonal, verbal and written communication skills

  • Experience in working with multi-disciplinary teams

  • Desktop automation skills (Microsoft Office Suite) required
