About the opportunity:
AXIOM is one of the DSA alliance partners and is an unincorporated Joint Venture (JV) made up of four major engineering contracting companies each with complementary capabilities and skills. The members have excellent nuclear pedigrees, demonstrated expertise and effective track records across the UK nuclear fleet and related nuclear industries.
AXIOM provides process, mechanical, civil structural and architectural, electrical, instrumentation, control and safety capabilities to support Sellafield Ltd.
As well as having a large, dedicated team working for Sellafield Ltd, each has immense reach-back capability into parent organisations for knowledge, expertise and innovations gained from within, and external to, the nuclear industry. Examples of other markets include Oil and Gas, Environment, Mining and Aerospace.
The extensive capacity and capabilities of the AXIOM alliance provide the essential expertise that is crucial to achieving both the designs of the alliance and the wider goals of Sellafield Ltd and the Nuclear Decommissioning Authority (NDA).
You will be joining a large existing team that clearly understands the different requirements for optioneering, solution inspired, design decommissioning, operating plant asset care, infrastructure and new builds.
As a result of an increasing portfolio of projects, an exciting opportunity has arisen for a Cost Engineer to join the team in Warrington.
Responsibilities will include:
Maintain and report (inputting and extracting data where appropriate) time and cost bookings in the project time booking system using suitable cost reporting tools such as Replicon and the Resource Planner. Ability to generate Replicon Reports when required.
Developing and maintaining a suitable cost breakdown structure (CBS). Ensuring correct allocation of cost and time bookings so that costs against budgets can be monitored. Managing time booking connections to Replicon and ensuring all connections are pre-authorised by the Senior Project Engineering Manager (SPEM) / Area Engineering Manager (AEM) and no costs are accrued without the PM/SPEM/AEM’s authorisation.
Preparation of accurate payment applications / valuation certificates / summaries including forecasts (e.g. 2+2 weeks) and expediting service entry numbers (or Instructions to Invoice) from SL for the full payment due.
Check expense claims comply with the SL and AXIOM Expense guidelines.
Filing and management of Payment Applications and any supporting data.
Sub consultant cost monitoring and reporting to AXIOM and SL. Review of sub consultant invoices and advising the PM of payments due.
Supply Chain management, production of PR’s, processing invoices
Monitoring purchase order values & understand sanction position.
Prepare monthly cost reports for the AXIOM DSI and AXIOM central cost/financial control team in line with the AXIOM procedures / instructions. This will include AXIOM and sub consultant costs.
Provision of actual cost data for earned value analysis and input to the relevant sections of the monthly AXIOM progress report.
Assisting the SPEM/AEM in the production and update of cash flow / expenditure forecasts Estimates at Completion (EAC)
Using PCT’s, Schedule’s and Estimates to build a resource profile into the Resource Planner / Control Estimate
Input into the Control Estimates for EAC monitoring
Update progress and costs with Project Controls Team and reporting on any variances
Undertake training as and when required to improve effectiveness in job role.
Attend monthly project reviews as required, covering all aspects of projects (costs, risks, timescales, cash, quality, estimate to complete etc.)

Experience working in a fast-paced project environment
Familiar with working under NEC3 contracts
Good working knowledge of CEMAR
