JOB OBJECTIVE

To deliver a cost estimating, control, and management service to ensure appropriate budget control and availability of credible timely cost information for project decision making.

KEY ACCOUNTABILITIES & RESPONSIBILITIES

Accountabilities

  • To comply with project controls procedures, processes, and systems to ensure that quality and consistency of data is maintained. To contribute to improving the quality and performance of cost control processes and systems

  • To undertake forensic review of sub-contractor estimates ensuring best practice has been adhered to and followed

  • To assist in the preparation of Change Control and PVN (Project Variance Notice) procedures, and subsequent implementation against inflight approved projects

  • To assist in the keeping of records for change control, PVN’s and trends and the maintenance of the trend / change log.

  • Responsible for the preparation of monthly cost reports, identifying critical areas, and providing trend analysis and early warnings to the Project Team and/or Project Services Function.

  • To assist in the preparation of estimates for new and ongoing projects with reviews and providing advice on corrective actions

  • To identify variances and develop the appropriate mitigation strategies for recommendation to the Project Team

  • Ensure budgets are controlled within authorised funding limits and in accordance with financial procedures. Monitor trends monthly, provide analysis to the Project Team and invoke the project change control procedure invoked where required

  • Assist the Project Team in the day-to-day management of Project Control activities.

  • To be responsible for monthly and ad hoc reporting requirements, including management of monthly reports and reporting on behalf of the head of project controls

  • To perform any other Project Control duties as and when required by the Head of Project Controls

  • Earned value management and analysis creation from first principals. Drive the implementation of EVM including production of EVM reports and undertaken of variance analysis

Here’s What You’ll Need:

Responsibilities

  • Understand and apply responsibilities regarding the Company’s Environment, Health, Safety, Security and Quality Standards

  • Provide a comprehensive cost engineering service for the Programme and projects.

  • Assist with the management the monthly and ad-hoc cost reporting requirements for the Project Services Function.

  • Develop, produce, and maintain cost management plans individual SDAs and the project as a whole

  • To prepare time, cost, materials, and labour estimates

  • Cost management and control to include the establishment and management of cost recording system in proprietary ERP software and monitoring against budget

  • Collection, review, and verification of accurate cost data from clients, partners, and suppliers.

  • Undertake the month end and year end accruals

  • Ensure the necessary cost reporting information and supporting evidence is available for weekly T&M reporting to the client as per contractual requirements

  • Input, manage and present resource information to enable capacity planning and resource levelling to be performed where necessary

  • Update project budgets on a regular basis or as required by the contract, ensuring budget changes dealt with in a controlled manner

  • Perform project progress monitoring including reviewing forecasts with progress achieved to date

  • Produce cost report data to contribute to weekly and monthly project progress reports

  • Input into the capture of project risks, and development of quantitative financial risk models

  • Act as a representative in technical / cost performance presentations and negotiations with clients, partners, and suppliers

  • Produce cost information, for input into project planning software such as Primavera P6

  • Continually bring about enhancements to the project cost management system

  • Collate and analyse historical cost data

Knowledge/Experience

  • Undertaking all aspects of Cost and estimating management for the life cycle of a project. Experience of front-end Project delivery and the design procurement and construction of a variety of facilities including major capital projects (Nuclear), Civil Projects, accommodation, infrastructure, manufacturing, research, and testing facilities in both conventional and hazardous environments

  • Project Cost and estimating Management methodology and Process and Principles

  • Project Management principles

  • Project services principles covering risk, estimating, planning, cost control, change management, value management

  • Cost and Estimating management software particularly SAP/Oracle

  • Fully converse in undertaking both qualitative and quantitative cost and schedule assessments

  • Detailed understanding of estimating methodologies and techniques

  • Working knowledge of the estimating process and a good understanding of the requirements to produce a Project Estimate and basis of estimate

  • Earned value management implementation techniques

  • Ability to communicate effectively in both written and spoken Polish

Skills

  • Good technical skills including problem solving and decision making

  • Good oral, written and presentational skills with a particular aptitude for presentation of data for analysis and review

  • Good team working skills

  • Good interpersonal and communication skills to ensure effective communication to all levels to both internal and external personnel

  • Familiarity with standard office software including Project, PowerPoint, Excel, Visio, and Outlook

  • A proven ability to manage team members and junior staff is desirable

  • Competence with proprietary Cost management software (ideally SAP)
