Mission Statement

Are you looking for an exciting opportunity to collaborate with government, industry, and academia to create new Test and Evaluation capabilities for today's most advanced technologies? The MORPHEUS Program is a $1.5B single award FEDSIM Task Order program to research, develop and implement new and innovative test technologies for the Department of Defense (DOD) and civilian agencies. This is a unique opportunity sponsored by the National Security Innovation Network (NSIN), to provide advanced test and evaluation capabilities and services for advancing novel technology into operational use. The targeted Applied Technical Disciplines (ATDs) include C6ISR, Advanced Training, Modeling & Simulation, Cyber Autonomous Technology & AI, Hypersonics, Quantum Technology, Space Technology & Operations, and Directed Energy. The multiple and diverse task order projects will involve partnering with government, industry, and academia to shape the future of test and evaluation.

Job Description

Purchasing Agent supports Task Order procurement efforts. Based on TDL/TDP requirements.

  • Responsible for pre-award and/or post-award functions for a variety of supply and service requirements in support of MORPHEUS program.

  • Analyze incoming requisitions, requirements, technical data packages, and specifications/statements of work to determine correct procurement strategy and procurement vehicle, in accordance with Federal and DoD acquisition regulations.

  • Manage the Request for Quote (RFQ) document through closing, issuing amendments and extensions as required.

  • Conduct market research using your knowledge of the prevailing market, the Internet, General Services Administration (GSA) Advantage, industry publications, and Thomas Registry.

  • Obtain quotations and negotiates purchase orders ensuring the Government fair and reasonable pricing.

  • Tracks procurement status and delivery performance.

  • Monitors supplier performance

  • Review incoming Purchase Requisition (PR) packages for completeness and accuracy.

  • Review other employees' RFQ packages and award documents and provide feedback.

  • Reviews invoices for accuracy.

  • Closes out complete purchase orders.

Here’s What You’ll Need:


  • Bachelor's degree in business, contracting, or acquisition preferred.


  • Must also have a minimum of 5 years’ experience in supporting government contracts.

  • In-depth or broad knowledge of a body of small purchase methods, procedures, policies, and business practices involved in soliciting quotations, awarding purchase orders, and administering the orders.

  • Skill in analyzing descriptions that have unique aspects and many critical characteristics to identify problem areas in specifications or work statements, determine if quotations are responsive, or decide if substitutions are acceptable or should be referred to other personnel for further review.

  • Knowledge of price analysis techniques to evaluate prices or costs for requirements with inadequate price history or evaluate allowable charges for requirements involving special cost features.

  • Knowledge of various acquisition clauses, such as those about inspection, acceptance, packaging, or testing to select or tailor clauses for purchases that involve special handling.

  • Knowledge of post-award procedures to discuss equitable price adjustments for modifications to a purchase order, and determine whether to recommend termination of an accepted purchase order for convenience or perform similar actions.

  • Possess knowledge of, developed skills, and experience in tasks required to accomplish US government materials and equipment procurements by Federal Acquisition Regulations (FAR).

  • Demonstrate flexibility, persistence, and patience in accommodating the complications caused by the lack of data and information.

  • Possess knowledge of, and develop skills and experience in tasks required to accomplish an analysis of project financials such as tracking and reporting funds available, balances remaining, and expenses incurred.

  • Possess MS Office software applications knowledge, skills, and demonstrated experience with Word, Excel, and PowerPoint.

  • Must be able to obtain and maintain a Secret Security Clearance.
