Jacobs is seeking a Strategic Program Manager in Washington D.C. & Sterling, VA. Duties will include:
Establish and manage a Program Management Office
Assist government leaders in coordination with multiple stakeholders across many project teams
Develop detailed project plans from high level government policies
Develop and implement a government communications plan
Develop a structural framework around which multiple integrated project teams may organize
Active Top Secret security clearance with SCI eligibility
BS degree from an accredited engineering school, and ten (10) to fourteen (14) years of progressive technical experience with at least three (3) years in project management, or a MS degree in engineering, computer or system science, and eight (8) to twelve (12) years of progressive technical experience with at least one (1) year in project management experience or Ph.D. and four (4) to seven (7) years of related experience
Demonstrated competence in project management and technical competence in discipline field(s) and knowledge of company policies and practices.
Strong writing and briefing skills, with the ability to engage and work collaboratively with SMEs across all different functional areas (oversight, mission, technical)
Experience standing up a program management office (PMO) or PMO-like teams and function
Demonstrated ability to take vague, high level, strategic direction (e.g., NSPMs, IC, or USG policies) and break it down into clear, understandable, and manageable steps and success in building consensus around an action plan/implementation
Experience developing and implementing a communications plan to ensure relevant stakeholders have relevant information at the time and frequency they need it
Experience as a PM, managing multiple tasks/teams across different disciplines
Preferred Qualifications (Desired not required):
Experience with DHS information sharing authorities, requirements, and activities (e.g., systems; data; and privacy and civil rights/civil liberties policies, processes, and requirements)
Understanding of USG vetting activities pertaining to travel, immigration, and border security or IC support to those activities
Clear understanding of both NSPM9 and NSPM-7 in order to effectively communicate the touchpoints between the two and, more specifically, how NSPM-9 serves as a foundation for NSPM-7 objectives.
Experience with DHS budget and acquisition processes managing contract financials
Most work will be done at a desk or computer.
General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.
Equipment & Machines:
General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.
Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.
