Mission Statement

Are you looking for an exciting opportunity to collaborate with government, industry, and academia to create new Test and Evaluation capabilities for today's most advanced technologies? The MORPHEUS Program is a $1.5B single award FEDSIM Task Order program to research, develop and implement new and innovative test technologies for the Department of Defense (DOD) and civilian agencies. This is a unique opportunity sponsored by the National Security Innovation Network (NSIN), to provide advanced test and evaluation capabilities and services for advancing novel technology into operational use. The targeted Applied Technical Disciplines (ATDs) include C6ISR, Advanced Training, Modeling & Simulation, Cyber Autonomous Technology & AI, Hypersonics, Quantum Technology, Space Technology & Operations, and Directed Energy. The multiple and diverse task order projects will involve partnering with government, industry, and academia to shape the future of test and evaluation.

Job Description

Subcontracts Manager supports Task Order management efforts including complex and large procurement efforts. Based on TDL/TDP requirements obtains quotations and negotiates subcontracts and purchase orders ensuring the Government fair and reasonable pricing. Monitors supplier performance. Reviews invoices for accuracy. Tracks procurement status and delivery performance. Closes out complete subcontracts and purchase orders.

  • Manages subcontract management functions including vendor analysis cradle-to-grave subcontract award and administration in compliance with company policies procedures and with applicable laws regulations and contract requirements.

  • Develops and recommends procurement structures and best practices that best utilize resources and documents compliant with government contract requirements and internal policies and procedures.

  • Serves as primary contact in dealing with subcontractors teaming with subcontractors and other legal documents.

  • Advises and assists management in subcontracting matters including matters involving Contractor Purchasing Systems Reviews.

  • Develops and executes initiatives and projects in support of business needs and objectives such as Small Disadvantaged Business Program goals.

Here’s What You’ll Need:

Education:

  • HS diploma required, Bachelor’s degree desired.

Experience:

  • 10 years of experience in the Federal Procurement environment including 8 years of experience in negotiating pricing and contract terms and conditions; or any combination of education and experience which would provide an equivalent background.

  • Prior experience in government-related subcontracting or a CPSR environment required.

  • Knowledge of Federal Acquisition Regulations (FAR) and supplemental acquisition regulations of government agencies as they apply to, and influence aspects of subcontracting is strongly preferred.

  • Familiarity with federal and commercial procurement guidelines and regulations required

  • Must be proficient with Microsoft Office applications.

  • Candidate must be a U.S. Citizen only – no dual citizens will be allowed.

  • Government contracting experience required

  • Excellent proven verbal and written communications skills.

  • Preferred candidate will already have or will be actively pursuing NCMA certification of CFCM or equivalent certification in Purchasing

  • Good working knowledge and a strong understanding of Federal Acquisition Regulation are highly preferred.

Clearance Requirements:

  • Top Secret/SCI clearance
